What are OUTBOUND NEIGHBORS and how can we remove that.
when i do repadmin /showreps i see one unwanted DC in
outbound partner. How can i remove that.

What do you mean by "unwanted"?

Is that machine a DC? Is it online?

If it is no longer a DC, you can use NTDSUtil "metadata cleanup" to
remove an abandoned DC.

If it is real DC being chosen (against your preference) as
"bridgehead server" in a site, then you can take over setting
of bridgehead servers (Sites and Services) and omit it from
the list. (Not recommended unless you are very certain you
understand the implications.)

This is a real DC and live but in an different child
domain. I dont want it to be a outbound partner for a DC
in a different domain.

These 2 DCs are in 2 seperate child domain and dont have
any network connectity but they talk to each other through
Root domain.

Root is the root then Domain A and Domain B.. Domain A has
a DC A which has outbound neibor listed which is in Domain
B.

Why not?

You do understand the SOME information is shared by
every DC in a FOREST, right?

That has to replicate too.

Are they in the same "site"?

You say no "network connectivity"?
Root is the root then Domain A and Domain B.. Domain A has
a DC A which has outbound neibor listed which is in Domain
B.

Are either/both of these GCs? Do you have enough GCs?

specifically, CN=schema,CN=configuration,DC=yourdomain,DC=local ( aka Schema
NC ) and CN=configuration,DC=yourdomain,DC=local ( aka Configuration NC ).
These two partitions are replicated to each and every Domain Controller in
the entire Forest....
