A DOS program, called "netstat," included in every copy of Windows, can
help you determine which ports on your system are open. Unfortunately,
the output can be difficult to understand. Open Ports is a HTA
application that can aid you in figuring out which ports are open and
what they are connecting to. Open Ports will run netstat and pass the
data to a webpage (on the Jason's Toolbox website) which will parse it
into an easier to read format.

So instead of him scanning my computer with a portscanner from the
Internet, I can just send him a list with my IP address attached to
save him the trouble? I'm not saying this is the authors intention,
only that it is possible and that anyone using this script will put
them selves at risk.
