Opening .vfb file with IE

I am using Outlook 2003 on WinXP, in a mixed Outlook 2003/2000
environment. My understanding is that you can publish free/busy info in
the form of a .vfb file and then view it in Internet Explorer.

When I try to open the .vfb in IE by pointing to a network share
(file://\\fileserver\share\freebusy.vfb), it doesn't do anything. I can
open the file in a text editor and see that it does have data in it:

What am I doing wrong?

I am getting the exact same error. I've searched the web
high and low and yet I haven't seen an answer. Even the
microsoft site doesn't have anything listed.
