opening links in new window

Whenever I click on a URL within an email message, Outlook
grabs the last IE window that I was using, instead of
opening the page as a new window. I have outlook express
on this same machine and it intelligently chooses which IE
window to open the link in. How can I either:
a.) get Outlook to open the links like outlook express
or
b.) get OUtlook to open all URL's in new windows?

anyone know?

Internet Explorer->Tools->Options->Advanced->Open new window.
