Opening JPG files in TS session

I have a wn2k server with Terminal Services installed on
it. When my users logon on to the server using TS client,
They are able to launch all types of documents i.e word,
excel,powerpoint etc. BUt when they launch JPG files using
PhotoEditor they get an error message "no file format
information could be found in the registry". Because of
this users are not able to see jpg files.

And also am not able to change the file type registration
in my computr=>tools=>folder options=>file types.
All the options there are greyed out.
