opening exclusive when shared is identified in options

I have 2 users working with Access 2007. Both have the Access Options marked
to open database as shared. Both can open the database, but when they try to
run queries they get a message that it is opened exclusively by someone else.
Both are members of the same permissions group as far as the directory in
which the database is located.

Two or more users should not share the same file. Split your database and
give each user their own copy of the front end. More info here:
