Opening custom forms on workstation displays Outlook 2003 default

The problem occurs on a single workstation running Outlook 2003 sp 2.
Whenever I double-click on a custom form (OFT file) using Windows Explorer to
open it, the default Outlook form for that message type is displayed instead
of our custom form. This form opens and displays properly on other
workstations. It is only the workstation in question that has a problem.
What could be causing the issue? I have already tried clearing the forms
cache to no avail.

Figured out the problem from another Usenet post:

Instead of opening the form from Windows Explorer (which works fine on every
other workstation I've tried), I opened the form by clicking Tools - Forms -
Choose Form and browsing "User Templates in File System" to locate it. This
displayed the form as intended and I could then publish it to the
Organizational Forms Library accordingly.
