Opening an Access 2000 database in 2003

In trying to open a database using XP/Access 2003 I'm
getting the message "You do not have the necessary
permissions to use the (database name) object. Have your
system administrator or the person who created this
object establish the appropriate permissions for you".

The MDB opens fine under Win2000/A2K. In both cases I'm
using the default workgroup. Any ideas?
