Open photo attachment in Outlook without using Photo Editor?

When opening a photo attached to an email message (Outlook 2000 SP-3
9.0.0.6627), Microsoft Photo Editor automatically opens it in full screen.
Attempts to Restore Down the window result in the window minimizing only. Is
it possible to change what program is used to open attachments?

You can specify this in Control Panel-> Folder Options-> tab File Types
