OLEAUT32.DLL

On another computer running windows 98 I'm getting a message "The
OLEAUT32.DLL file cannot start. Check the file to determine the problem." I
cannot open any programs including internet explorer. How do I "check" the
file?

Run System File Checker.

Then find a Windows 98 newsgroup.

This article describes the System File Checker tool in Windows 98.

[[System File Checker checks for damaged or replaced system files, and then
prompts you to replace any files that do not match the original Windows 98
files. ]]
Description of the System File Checker Tool (Sfc.exe)
