OL2007 Spell Checker Works Inconsistently

I will try my best to explain... any confusion or questions - fire away!
Steps to reproduce:
1. Construct new E-mail message or reply to existing E-mail
2. As I type, mis-spelled words are underlined in red as expected
3. Click on the Send button
4. Previously underlined words are shown as "Not in Dictionary" during spell
checker "phase" as expected.
5. Select correct spelling from the Suggestions list, click "Change" button
6. In E-mail window the word is seen corrected as desired, red underline
dissappears
7. Correct other mis-spelled words
8. E-mail window closes automatically, E-mail sent to outbox as expected

And here's the catch... the mis-spelled words are NOT corrected in the
E-mail sitting in the outbox. Basically no changes are made even though it
looks like changes have been made.

But it gets more interesting.... If I do this:
1. Construct new E-mail message or reply to existing E-mail
2. As I type, mis-spelled words are underlined in red as expected
3. Right click on mis-spelled word, select a word from the context list
4. Mis-spelled word is seen as corrected in E-mail window
5. Correct all mis-spelled word using right click context selection method
6. Click on the Send button
7. Since there are no spelling mistakes, spell checker "phase" never occurs,
E-mail sent to the outbox
8. E-mail sitting in outbox IS corrected!

This is driving me crazy! I hate to jump to conclusions, but this looks
like a bug to me. Any ideas?

After more testing it appears the problem is related to any E-mail that was
or is plain text. I appears that the spell checker always works correctly if
operating on an HTML E-mail. If I open a problematic plain text E-mail and
do a Shift F1 it always shows the selected text as having NO properties
