OL 2003 inconsistent e-mail delivery

I upgraded to a new computer six days ago, and am running Vista Business with
a clean install of Office 2003, including Outlook 2003, build 11.8169.8172,
updated to SP3. (Previously, I was running Office 2003 on a Windows XP Home
machine.) Since then, e-mails to certain addressed are not going through.
Worse, I get no indication whatsoever that the e-mails are not being
delivered. They just disappear into the ether without a trace. I've seen it
particularly the case with Yahoo servers (including my own Yahoo e-mail
account), but with others also.

Interestingly, if I send the SAME e-mail to the SAME address from my Webmail
application they are delivered without any problem, which indicates to me
that it’s a problem with OL 2003.

Finally:

-- Nothing in Event Viewer concerned Outlook.
-- I have no third party firewalls or AV programs scanning my e-mail.
-- Running Detect and Repair did not help.

Does anyone have any idea what might be causing OL 2003 / Vista to not
deliver e-mails properly? More specifically, are there any mail settings
issues that would be consistent with this behavior?

While it definitely points to Outlook being part of the problem, it isn't
necessarily the whole problem.

I would do this. First, I would attempt to ask the ISP in question what
might be happening, since I'm assuming the message you send is going to your
Sent Items folder. That should only happen when an SMTP server that Outlook
talks to accepts the message for delivery. If they say that 'Well, it works
with the web based mail program' point out that Outlook uses SMTP to talk to
a server where as the Web Client likely does not. Two different types of
connections, two different situations.

Next, I would try a different pop client on your machine. Try Windows Mail.
Make sure you set it to keep a copy of the mail on the server. That way you
can still get your mail in Outlook once everything is fixed.

If Windows Mail works, try Start - Run - Outlook /safe (after shutting it
down, of course) and seeing if you can send mail then. If you can, then
some add-on is interfereing..inter.. uh... getting in the way.

Thanks for your excellent reply. I did speak with my ISP, and tried some
tweaks that didn't work. I finally did what I should have done three or four
days ago: I created a new profile and migrated all the data from the old pst
to the new one. Problem resolved, at least for now.

BTW, yes, the mail was going to my Sent folder. I'm going to try your other
suggestions if this issue crops up again.
