is it ok to delete these folders and files in them

Yes if you are sure you won't want to uninstall those patches or service
pack.

Also after deleting the directories you can delete the reference to
these patches in add/remove programs. Go to add/remove to the
corresponding entry. Click on change/remove. It will then offer to
delete the entry. Only do this _after_ you have removed those
directories.

Those are files with uninstall data and backed up replaced files for the corresponding
numbered Windows Updates. If your system is operated fine after the updates that are
listed were installed, and you feel that you will never have a need to uninstall any of
them, and will not need these backups of the files that were replaced, then it's OK to
delete them. But, if you go to Control Panel/Add or Remove Programs, after you've deleted
those uninstall backups of the original replaced files, of course you wouldn't be able to
uninstall the updates and replace them with the backed up files. But, they will be still
be listed as items that can be uninstalled. If it bothers you to have entries listed that
can longer be uninstalled, you would have to open the Registry Editor, then navigate to
the Key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall

and delete the Keys corresponding to the name of each of the updates that you are deleting
the uninstall backup files for, so that they no longer show in the list in Control
Panel/Add or Remove Programs. It's always a good idea to Create a System Restore Point
before editing the Registry, in case you make a mistake, and want to Restore Your Computer
to an Earlier Time, which would be the Restore Point that you created just before you
edited the Registry.
