Office 2003 SP2- Design a Form not saving changes

I have owner permission for this contact form and folder.

The design edit layout appears to work fine for editing/adding fields/etc.
When saving changes, I get an error message that doesn't make sense to me in
this context. Changes to the layout are not saved. Any new fields do show in
the Field Chooser, but nothing on the layout changes.

The error message:
The File As field for this contact is empty. You may not have entered a name
or company. Do you want to save this contact with an empty File As field?

Yes or no response- doesn't matter.
 
It sounds like you're clicking Save to save the *item* instead of using Save As or (better yet) Tools | Form | Publish to publish the updated form.
