OEM Install and password saving issues

We are having an issue with some of the XP Pro OEM installations that come
from one of our suppliers. It seems that for some reason, when they do
their QEM pre-installation of XP Pro, our customers are unable to save
their Outlook or IE passwords. I have found a probable fix:

but out supplier does not believe that their install is the issue. This has
only happened when they do an OEM pre-installation of XP Pro. When we do a
normal install for the customer, we have not seen this problem.

Any ideas as to why this may be happening?

on IE have you tried:
Tools\Internet Options\Content\Auto Complet
then tick User names and passwords.
