OE blocks pdf file attachment

I have just tried to send a small PDF file as an attachment to an e-mail

The recipient gets the message:

"OE removed access to the following unsafe attachments in your mail: A very small.pdf"

I also copied this message to myself..
I have no trouble reading the message and seeing the attachment..

The recipient and I have just done a BRIEF (by telephone) security comparison INTERNET OPTIONS/TOOLS/OPTIONS/Security etc..
at the top level our settings are the same. I am using XP and he has Windows2000

Any suggestions as to what might be causing the (his) problem?

We looked there first last week. But many of them are common

Why would you look at IE's security and not OE's. Look there.

Outlook Express' default security settings are simply trying to
protect the recipient. OE has no way of telling whether an attachment
actually contains a virus or not, so it temporarily blocks any of
those file types that could potentially contain a virus. In Outlook
Express, Tools > Options > Security, uncheck the "Do not allow
attachments to be saved or opened that could potentially be a virus"
option, assuming he trusts the source, of course. The wiser course of
action, however,
would be to modify your list of unsafe files, as outlined in the KB
articles below:

The KB article on that page seems to have been removed

Having looked a bit further though I suspect that my recipient is using OUTLOOK and not OE as that is what comes automatically with
WIN2000.
He's not an 'expert' and like most 'Outlook' people seems to think they are the same or that OE is a cut down version.
Even in OUTLOOK, pdf attachments should not be blocked but I suspect my recipient's computer supplier/whizz kid has modified the
filelist and the registry to exclude additional files.. The work around is to request a web pointer to the pdf and that works as it
is what we eventually did to transfer the data. I stuck the file in webspace and sent him the pointer.. IE then downloaded the pdf
