ODBC Microsoft Access Driver Login Failed

I get the previous message on the title of a dialog box, with the following
message .
"Cannot start your application. The workgroup information file is missing
or opened exclusively by another user." Well the file is there, it is
pointed to by access and the odbc connection.

History:

I am attempting to convert a Access 97 Database with OLE Embedded word
documents to a Access 2003 Database. I established the necessary ODBC
connection to the database, like that worked with the Office 97 version, and
in that connection I point to the system.mdw file, and I get this previously
mentioned error, when I attempt to open the embedded Word Documents. After
I hit cancel the word document comes up.



I have already done the following:
1. Tried this with an unconverted and converted MDW file.
2. Made a new workgroup file.
3. Performed the db conversion after joining Access 2003 to the workgroup.
4. Made an exact ODBC system DSN complete with MDW, username and password.

Could this be that there are incompatibilites in the version of the Jet
engine that are causing these problems? I am stumped.

Any help would be appreciated.
