NTLDR Missing

I have a freshly formatted hard drive, I run XP setup, it
copies all the files and reboots. Like it should...

When it boots back up I keep on getting and error message
saying NTLDR is missing. I have formatted, reinstalled
several times and keep on getting the same thing.

How do I overcome this issue?

In addition to Chris' advice boot with a Win98 startup disk and run FDISK
Make sure that the partition is set as "Active". If you don't have a Win98
boot disk, you can download the files to make one from www.bootdisk.com
