NTFRS replication for SYSVOL problem

Hi all,

I have a quite serious problem on a Win200 Domain, the thing is if I install
a new DC, everything works fine except replication of the SYSVOL data.

here is the history of the problem :

the domain was made of 2 Win2000 SP2 DC and two NT4 BDC.
every thing is the same LAN, no trusts with other domain or childs/parents
domains.
Last week on of the Win2000 DC crashed.
It has been reinstalled with same name and has been promote to DC.
After a few days, we noticed that scripts were not replicated.

After long diags, we decided to re-install that DC with an other name and
promote it as DC.
The problem is that it does not replicate better (SYSVOL data).

The only message we have is 13508 from NTFRS :
NtFrs 13508 : Description: The File Replication Service is having trouble
enabling replication from (computername) to (computername) for
c:\winnt\sysvol\domain; retrying. ...
I have check DNS resolution and NTDS replication topologie that are OK

I have noticed that SYSVOL and NETLOGON shares are not activated.
a message in the NTFRS event log tells me that as the initial replication
has not been made, the DC is not fully opperational and SYSVOL and NETLOGON
shares are not activated yet.

My problem is any new DC i would install will not have the replica of
SYSVOL.

If you have any solutions for me.

Hi,

First use procedure described in
http://support.microsoft.com/default.aspx?scid=kb;en-us;216498 to
cleanup your metabase for any references of the old DC. Next thing to check
is, that all your operation masters server are live and working. You can
check which server is your operation master by issuing netdom query fsmo
(from support tools) at the command prompt. After that run netdiag and
dcdiag on your DC's to see if everything is ok.
Also run repadmin /showreps (from support tools).

I had a similar problem with some new 2003 DCs that I put in. I used
the BurFlags registry fix to solve the issue. I could bang it out
here but its best described at:
