NTDLL.DLL error message

so i got a new hard drive and went to install windows XP. it worked fine
untill the graphical portion showed up. it gave me an error with the
installation and told me to repair it. but then while im repairing it it
tells me that it cannot read a part of the disk and has to abort the repair.
i took out the CD and cleaned it thinking that that would work, but now when
i start up the instaltion prosces, just befor the part where it says "welcome
to windows" there is a hard disk error with a NTDLL.DLL. im not sure how to
get rid of this. woudl i have to re-format the dirve and get a new windows XP
disk, or is there some other way.
