NTBackup utility problem

I run W2K3 and have BackupExec running for my backup and works great, but I
also need the NTBackup for some special tapes.
I can not find a tape when I try to use the NTBackup.
I stoped all the services for BackupExec no program is attached to the
device, hardware dev. mngr. tells me the device is working fine. NTbackup
will not see any tapes to allocate so I could use them including using NEW.
Error: There is no media available with the selected type.
Add unused media or click cancel to end the operation
Note: It may take up to 60 sec. To recognize the media - (I waited & waited)
It does not matter what tape I mount, the device goes through the motion to
mount the tape, but NTBackup will not allocate or see it.
I de-installed and re-installed the device drive, but no change.
Any help at this time is well come.

When you say that "NT Backup does not see it", does the RSM see it? If
you open RSM, navigate to the tape device, does it show the tape as
loaded and correctly identify the tape?
