NT 4.0 Domain/XP Clients

OUR xp clients can't install network printers AND after
an admin adds the printer to the computer, the results
are 50/50 that the user can print.

Users are POWER USERS and the security setting to allow
users to install print drivers is DISABLED.

The printer is shared on the server for EVERYONE to be
able to print.

I usually log in as a Domain Admin and muck around,
sometimes I reinstall the print driver, other times I add
the domain/adminstrator account to the local domain
administrators group (oddly, sometimes this allows the
Power User to print?!!) but I haven't found any reason
for what I muck around with that would change anything
that would allow printing by the power user.

What am I missing and why has Microsoft made it difficult
for small shops with under 30 employees to do the
simplist tasks?

SP2 for XP fixes this issue when the DC is NT4.

You can also disable the policy on each client that prevents downloading
print drivers from the server.

start gpedit.msc
User Configuration, Administrative Templates, Control Panel, Printers
Disable the Point and Print Restrictions
