I keep getting an error message:

NotifyAlert.exe
Application Error. The application failed to initialize
properly (0xc0000135). Click on OK to terminate the
application.

I click on OK and it goes away, but why does this keep
popping up?

This comes from the Dell Support software which is apparently crashing.
Just remove it - you don't need it.
