notifications on message threads

Hi,
I was wondering if this is possible in Outlook express 6.0 newsgroups - when
starting a new message thread I need a set of people to get a notification
(maybe via an email) that the message thread was created and the same set of
people should get subsequent notifications when new messages are posted to
that thread - in other words those set of people are 'active' participants
in the message thread. At the same time the message thread is publicly
available for 'passive' participants to read. Is this possible ?
