Notepad Stuck in Insert Mode

Anyone notice that Notepad will not allow overstrike mode -
the <Insert> key has no effect. You are stuck in insert mode.

Is this a result of program corruption or is it intended?

I don't recall this problem with Win95/98 Notepad.

If it's any help mine seems to be the same. Perhaps "insert" has never
worked.

"Insert" does not work in Win95 or Win98 Notepad either. I just tried it.
