Notepad as default text editor

I am trying to set Notepad as my default text editor. I open with... choose
program - but Notepad doesn't show in the list. I click browse, navigate to
it (C:\WINDOWS\Notepad.exe), click it, (I've also tried the 'Open' button)
but it doesn't end up in the list for me to select. I can check the checkbox
that says to always use the selected program, but Notepad is still not one of
the programs to choose from, and Wordpad remains the default. What am I
missing?

Make sure there is a copy of notepad.exe in both C:\Windows and C
\Windows\System32 (assuming your XP drive is C:).
