Hi
I have a Toshiba notebook which has been installed Win XP.
After installing a new application, the notebook cannot boot up.
For desktop PC, I should press F8 and access the safe mode to remove that
application.
However, for my Toshiba notebook, F8 doesnt work.
Is there any alternative method for me to remove that application or let me
access the safemode?

Open the control panel then use Add and Remove programs, then uninstall the
program.

Also F5 also will get you to the safe mode.

I've gotten into many Toshibas using F8. Try repeatedly tapping the F8
key as the computer is starting up, not just pressing the key once.

Start, Run, msconfig, Boot.ini tab, check /SAFEBOOT
After booting to Safemode, Start, Run, msconfig, Boot.ini tab, uncheck
/SAFEBOOT

He says he can't boot up to get into any form of Windows, Ron. So he
can't do what you suggest.
