not responding

two problems; 1. while browsing the internet if i come
across a site using flash my computer stops responding.
2. while playing "gta vice city" my computer locks up
during videos. I have tried to go to the company's
website but, because of problem 1 i can not make it
through the home page.

i have a pentium 3 1.0 ghz, 512 mb ram, 60 gb hdrive, 128
mbit video, 24-bit 5.1 sound, xp pro, and iexplorer 6.0.

any help would be great, i am clueless at this point.
