not permited to logon interactively

When I try to establish a Remote Desktop connection between 2 XP Pro PC's on
my office network, I receive the following message after entering by user id
and password:

"The local policy of this system does not permit you to logon
interactively."

Is there a setting I have to change to allow this?

One possibility is the login account you used is not part of the
Administrators or Remote Desktop Users group on the machine you try to
connect, can you check that.

Does the person have to have administrators rights to
login? Is it possible to let someone with User rights log
into a server, and use it like it is a client?

There is a seperate User Rights assignment to allow a user to log on
via terminal services. However, it would be easier to add them to the
Remote Desktop Users group (which doesn't involve administrator
permissions).
