When I put my laptop to sleep (standby) it can only be awakend by
tapping (not holding) the power button. This is I'm sure, by default
for a laptop and I like it that way. How can I do that for my Desktop?
My cats keep waking my PC when they hop up on the table... LOL. I Had
it set that way before but recently did a system re-install and can't
remember how I did it?

Try

Control Panel->[Mouse or Keyboard]->Hardware->Properties->Power Management

Uncheck "Allow this device to bring the computer out of standby."

You know what, I was thinking that was it, but I checked my laptop (as
I was thinking of it) and that is not even an option. There is no
Power Management tab on either the keyboard or the Mouse (or the 3rd
party usb mouse) Why is that?

I thought you were trying to get this to work on your desktop.

Do you have Power Management tabs for your desktop's keyboard and mouse?

I fixed it. I installed new Logitech drivers but that didn't work, I
unpluged it from PS2 port and started using USB, the PS2 port was
using antiquated drivers (Microsoft) 2001. After plugging in the USB
the Logitech drivers installed properly and it is fixed...:)

The Power Management options/tab that enable a mouse or keyboard to
bring the system out of Stand By are accessed from Device Manager.

Click Start, Run and in the box enter:

devmgmt.msc

Click OK to open Device Manager.

Right click the mouse and/or keyboard, Properties, Power Management
tab is there and the check boxes to go with each.

Avoid solutions that begin with the word try, maybe, might, could be,
etc...

Are you referring to Standby or Hibernation? Slightly different
alternatives in the Power Management menu.

That said, there may be an option in the BIOS settings, to
prevent specific devices (such as the modem, keyboard or mouse)
from bringing the computer out of standby.

You will need to re-boot into the BIOS configuration menu.
Methods vary, depending upon the computer manufacturer and the
BIOS version. A google search took me to
http://pcsupport.about.com/od/fixtheproblem/ht/accessbios.htm,
which provides some useful tips.

That brings up exactly the same dialog as is accessed through the
control panel.

That's funny.

Stupid, but still funny.
