Not enough storage is available to complete this operation

One of my client sites has a Windows 2000 AD Domain with numerous DC's and
member servers. I have recently found that when I try to add any domain
user/group to a local security group on any member server or workstation, I
get the error "Not enough storage is available to complete this operation".

I have trawled through the newsgroups and technet but cannot find any
problems with this domain - I have checked name resolution, replication
services, kerberos but cannot find any problems. All workstations & servers
are fully patched and AV is up-to-date. The account that I am using is an
Enterprise Admin account.

I am also getting reports of engineers having this same error message
sporadically when joining new workstations to the domain.

Please help!

I seem to recall this being one of the symptoms of a group that was a
member of too many other groups. If the user doing the add had that
group as part of its token they would fail trying to update local groups
on member machines except when done through the command like with
netlocalgroup.

Further investigation has now found problems with AD and replication.

Dcdiag /fix on the DC with the primary roles returns: -
Starting test: RidManager
[Server1] DsBindWithCred() failed with error 14. Win32 Error 14
.......................... Server1 failed test RidManager

Netdiag /fix on the DC with the primary roles returns: -
DC list test . . . . . . . . . . . : Failed
[WARNING] Cannot call DsBind to Server2 (x.x.x.x). [ERROR_OUTOFMEMORY]

In AD Sites & Services on any of the DC's if I try to "replicate now", I get
the "Not enough storage error"! I have tried this with a basic Domain Admin
account to avoid any possible group membership issues.

Server1 was rebooted last night and Server2 will be rebooted tonight but
this is just as a precaution.

A new account wouldn't solve this problem. Something else may have
happened that made it look like it but I can assure you a single userid
will not run a DC out of resources.

use the tool "tokensz.exe" to compare the tokensize between the old and
the new accout.
