Not able to set the recurrence of an event to 5th week of a month

Need to set an event recurrence in Outlook to the 5th Tue of the month. It
allows the last Tue of the month. But that won't necessarily be the 5th Tue.

What date do you expect it to use for the 5th tues when there are only 4
tues in the month? Have you ever seen a month with 6 tues?

(you'll need to either use last tues or set it yourself in the months that
have 5 tues.)
