Not able to install programs on non boot partition

When doing a new install with XP Pro on my 320GB SATA drive, Windows had
already shown 2 partitions. That's cool since I usually install my OS on
one and data on antoher. However, I can't install anything on the D
partition (which XP has named H) even in administrator logon. I can create
directories and copy files to that partition.
I booted in safe mode and under manage, groups, added my logon to have
complete admin powers and neither that login or main admin login works.
I'm fearful of making this D partition active as it's not the boot
partition.
Is there something I've missed. I've created many partitions before and
never had this problem even without making any adjustments to my login.
Thanks in advance for any advice.

I only have 1 logon, me with full admin power (as on all my other systems).
Even when I log on under Admin, I'm dead in the water. Sorry but I'm not
really sure what you mean exactly.If you mean in the disks
properties/security...the answer is yes.

Fix it. Permissions were not set to full.
