not a valid Win32 application

When I download a program an click to install it a box pops up saying the download I am trying to install is not a valid Win32 application. This is a new problem. I have not had any problems downloading in the past. I am running WXP SP3. This even happens when i download updates for programs i am already running.

Also I never know which programs will install and which will not install until I click in run.
