Ken,

I know you can install printer drivers if your a user and only if certin
conditions are met:

Users can install peripherals, such as printers, only if the following three
conditions are met: The driver package is already present on the system or
available via a trusted path, the driver package is signed, and the driver
package can be installed without any user interface.

If you also added the user group to the load and unload device drivers you
may be successful.

However you may not because the OS isn't going to let a user account just
write to the registry like it owns it.

Give it a shot...
