No XP Home upgrade from Windows 98se?

When I test "Windows XP Home (including SP1)"
compatibility on my wife's Windows 98SE machine for
upgrade, I get an error message that says
exactly "Windows XP Setup does not support upgrading from
Microsoft Windows 98 to Microsoft Windows XP Home
Edition." According to Microsoft's web site it does. My
computer is running XP Professional and it's older than
hers, yet mine runs without a hitch.

What gives?

That error occurs when you attempt to upgrade with an OEM Windows XP.
OEM is intended for a new computer and is not capable of upgrading.
One of the many reasons OEM is cheaper than retail.

you can just format the pc and then install windows xp
