No users on login screen

Windows XP Pro boots as far as the login screen, but the
area where the list of users is meant to be is completely
blank. There are no users to click on,no names or icons.
It only displays the blue background and the Windows XP
logo. The mouse cursor responds, but there is nothing to
click on. The system also responds to ping requests and
appears to be completely up. I tried booting into Safe
Mode, but I get the same problem: no users to login with.
I tried booting from the XP CD (and boot floppies) and
have the same problem just before it shows the
install/repair menu. Any clues?

Try cntrl-alt-del-del to get the alternate login dialog.
After logging in you could download the TweakUI
app of the XP PowerToys to control what accounts
do and do not display on the Welcome screen.
