No User Accounts on Welcome Screen

When I power on my PC, I get the Welcome Screen without any user accounts to
select. Earlier today the Welcome Screen was fine.

I read that I can ctrl-alt-del to log on, but when I do that I have a
problem also. I get a log on box with "owner" in the user line. I have
never set up passwords, so I leave the password blank and click log on. I
get a message telling me local policy does not allow me to log on. I am
stuck. Does anyone have a suggestion?

I didn't see anything on that page that was helpful. I have now tried
booting in safe mode. I still come to a welcome screen and there are no user
accounts to select. If I ctrl-alt-del, then I get a log on with the user
name of owner. When I click ok, I get a message that says "The local policy
of this system does not permit you to logon interactively." I'm stuck.

Hi,

Hit the CTRL-ALT-Del. Remove the "owner" and put in Administrator .
Leave the pwd blank. If this doesn’t work, restart in SafeMode (press
F8 after your BIOS page at boot). Login as Administrator with a blank
pwd.

I am not sure what OS you are running - Home or Pro.

After getting in as Administrator, go into the Users and check they
are there. Create a new one.

If you haven’t made any changes you may have been infected by a virus
of some sort.

If you are running XP Pro you can run gpedit.msc at the command line.
Then go to CompConfig-Windows-Security-Local Policies-User Rights
Assignment. Check under "Deny logon locally" and "Logon Locally".
Make sure only the "Support" and "Guest" are in the Deny, and ALL
users are in the "Logon locally".

I am running xp home edition with sp2. I tried your suggestion of changing
owner to administrator, but I got the same results in both regular and safe
mode.

To my knowledge nothing has been changed on the computer. It was fine
earlier this morning. I turned it off because a lightning storm was in the
area. When we rebooted later, this problem occurred.

I am having this exact same issue and have been struggling with it for over a
week now. MIsery loves company! I had downloaded spybot S&D and someione
said that mght have had something to do with it. Did you download it too?
Something in the secutirty or something? It really messed me up when I
downloaded XP SP2..when I uninstalled it I could atleast get back on the
internet but now I can't even get in?!

No recent downloads. I did install SP2 a month or two ago, but everything
was fine until today.

Bryan, try booting to Last Known Good Configuration and see if that
solves the issue.

Amy, don't hijack someone else's thread even if you think your problem
is similar. It makes it very difficult to give all posters good help.

Okay. I tried it, but I got the same result. I did notice that when I used
ctrl-alt-del and changed the user name to administrator, the logon message I
got says "Unable to log you on because of an account restriction."

I have not done anything unique with my user accounts. No passwords, no
special restrictions. I just set two accounts up one for me and one for my
wife.

Any other ideas?

Hi,

This is very weird because it is Home Edition there are no security
settings to restrict logging in interactively. Pro has these
restrictions. The Administrator account can only be used in SafeMode.
Can you list the error you get using Administrator and a blank pwd (or
one you may have created for the administrator on install) in
SafeMode?

Does it still give you the interactive message? Did you try your wifes
account? I have searched symantec and MS with no results.

Is your copy of XP Home on a real MS CD that you can use to do a
recovery?
