no task bar and no drag and drop

I have a problem with my computer that I have not been
able to figure out. Below are some of the symptoms:

Takes a very long time to boot up.

Can not drag anything with the mouse. In Explorer, in
Word, an icon on the desktop, not anywhere at all. But
whatever icons I have on the desktop bring those programs
up OK.

The task bar will not come up so can not get to the start
button or to anything through it, or to anything else on
the task bar.

When bringing up MS Word it always says, "This document
could not be registered." Then I can go on and use it
except can not do any dragging and dropping.

All printers are gone. When I go to "Printers and Faxes"
there are no icons there, not even "add new printer"

I can go on the internet OK over cable, except that the
only thing I have had a problem with so far is that when I
go to the MS web page and click on "Windows Update", the
page that comes up is blank and therefore I have not been
able to run update because I can not get to the regular
update because I can not get to the "start" button.

Also hitting Clt/Esc will not bring the things that the
start button brings up. I use Alt/F4 to shut the computer
down. I use the "Classic Start Menu". I can right click on
the task bar which is hidden at the bottom of the page and
bring up "properties". I changed to the regular XP menu
and My computer, My docs, IE, and My network places
disappear but still can not bring up the taskbar. Going
back to the classic menu restored those icons but no other
change.

Network Properties will not come up when right clicking on
the My network places or on networking in the control
panel.

No program will install including NAV downloaded from
their web site. The message I get is "Windows Installer
Service could not be accessed. This can occur if you are
running windows in safe mode, or if the installer is not
correctly installed." When I tried to load Norton Internet
Security gave error "The MS Windows Installer may be
corrupted or your system may be infected with a virus."

I found Article 315346 on the MS knowledge base addressing
this problem but could not get to "run" as could not bring
up the taskbar. I ran regedit in command mode and did what
the article said to do, but no change.

I am stumped and would greatly appreciate any ideas.

It sounds as if you may actually have a virus. After enabling a firewall, go
to symantec or mcafee and do a free online virus scan to try and identify
any possible infection. Then take it from there.
