no send/receive button

When I set up my email account the test account settings worked and send the
test email but I still do not have a send/receive button and when i do a new
mail it does not send it.

your Outlook version is?

The "send" button is only available if you select an "E-mail-folder" like
Inbox or sent item folder.

Is the "send" button available if you select an "E-mail-folder" or not?

and when i do a new mail it does not send it.

Any error messages?

Outlook 2003-send is available if I create a new email but it just sends it
to the outbox and won't actually send mail and I receive no mail in outlook?

c.) If you try to send an E-mail with Outlook Express, did this work?
