No Safe Mode or System Restore

I'm not sure what the problem is, my system won't boot into safe mode and
won't do a system restore. Thanks for any help!!!!

You should report what exactly happens when you try
to boot into Safe Mode. Remember - we can't see your
machine!

It just goes back to the black screen menu with the safe mode options and
normal boot options.
