no prompt for user account creation during install

While installing Windows XP Professional SP1 on a desktop,
I am not getting prompted for creating user accounts. I
can use the same disk to install on a laptop and I get
prompted. I format the drive during the install and do not
use the quick format option.

Any ideas?

I know I can go into Control Panel after the install, but
I am wondering why it doesn't show up during the install.
