"No program is registered to open this file" error

If we have users open a link to an asf file in word, Word responds with
a "No program is registered to open this file" error. Users who have
this problem are all limited users, running a custom locked down version
of Windows XP service pack 2. I think the problem comes from rights
issue somewhere in the registry, but i don't know where to look. Any
help would be greatly appreciated.

Do the .asf files play if opened directly from Windows Media Player?

Do the .asf files play if double clicked.

If you are using Windows Media Player, make sure that the file association
for .asf is set for Windows Media Player...

Right click an .asf file | Properties | General tab |
Make sure that Windows Media Player is listed under Opens With |
If it isn't, click the Change button and navigate to Windows Media Player.

Yes to the first, No to the second (can open it in media player, not by
double-clicking on it), which led us to our Group Policy. I added
wmplayer.exe to the exception list for allowed programs, and it all
works. Thanks for the point in the right direction!
