No Macro Recorder

Excel 98
The macro recorder will not work. Does not appear to have an xlb file.
Will not let me use personal.xls
It behaves almost as if it has a macro that shuts me out when I go to
record.
Is there a security setting that I might have clicked on to do this?

it's been a looong time since i use 98 so i may be wild guessing here but
the only thing that comes to mind....
what is your macro security set to???
