No longer can create desktop shortcuts

Suddenly, I'm unable to create working desktop shortcuts. I can create them,
but they don't work. I get a msg telling me to create a folder for this in
the folder options file.... I have no idea what they're talking about, but
worse, why all of a sudden can't I make a working shortcut? Can somebody help?
