No errors, but doesn't send or receive

I'm upgrading to a new machine, and moving all of my software from one
to the other. I've installed Office 2003 on the new machine,
including Outlook. I transferred all of the settings to the File &
Settings Transfer Wizard. I've copied my Outlook and Archive PST
files. Both machines are running WinXP Pro.

I open Outloook, all the messages are there, the account settings are
there, etc. The Internet connections are the same as before (via an
external hub/router), and I have no problem accessing the net with
every single application.

However, things are not working. When I attempt to send or receive,
Outlook states "Mail Delivery Complete", without any errors messages,
but nothing has actually happened. I've also tried sending test
messages, but they sit emboldened in my outbox.

I've already done the following:

1. I've verified that there are messages waiting to be received on my
POP3 server (using Mail Washer Pro).

2. My account settings are correct, WRT to names, passwords, POP3
server names, etc.

3. My Connection settings are all set to "Connect using my LAN".

4. At least one account states "Include this account when receiving
mail".

5. I've tried manually receiving only one account.

6. I've tried "Reconfigure Mail Support", to ensure that it's set to
"Internet Only".

Usually if there were a problem with receiving or sending, some type
of error window would appear, or an error message would appear in the
bottom-right corner. However, it almost immediately returns with
usually success-implying "Mail Delivery Complete".

It's almost as if it knows there's no point in doing anything, because
of some setting, but it's not telling me what that setting is. So
what am I doing wrong? Thanks in advance for any help that you can
provide.

I believe I found the solution, although it still doesn't make much
sense. I looked at my accounts lists (I have a bunch of them) and
none of them was marked as the "default". Once I set one of these as
the default, then sending and receiving worked for all accounts.
