No Context Menu on Desktop

I've read most of the comments here on losing a desktop context menu, but I
have had no success. Apparently, a trojan called Spywad-B disabled it. The
trojan was manually removed, but context menus are a residual problem.

Disabled functions:
1. Right clicking on the desktop does nothing.
2. Right clicking on a folder in W.Explorer, then clicking on properties
does nothing.
3. Running control panel crashes W.Explorer and it reloads W.Explorer.

I've tried kelly's korner, but didnt find anything that would work. I tried
ShellExView. I tried toggling Drag&Drop in startup. I've tried looking at the
Explorer policies in the registry. Still can't find something that works.

Any ideas?

Thanks SSG, but I did already attempt an in-place upgrade before I wrote my
message here. No change. The problems remain.

For Problem 1, try deleting the NoViewContextMenu registry value. Open
Regedit and navigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

In the right-pane, double-click NoViewContextMenu and set it to 0 if exists.
Similarly check here:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
