No buttons in Add/Remove Control Panel

I'm signed in as an admin. When I open the Add/Remove panel it lists
all my programs but there are no buttons so I can't remove anything? Is
this some kind of security setting wierdness I 've somehow mis-set?

Some applications in Add/Remove Programs list are missing Change and
Remove buttons - http://www.winxptutor.com/arpbuttons.htm

Also, MVP Kelly Theriot has lots of Add/Remove Programs issues at her
website here:

Click on "A" and scroll down to the Add/Remove Programs section.
