Only the business versions AFAIK, just like it's only XP Pro that has the
Ctl-Alt-Del log-in...

Open a command window as Administrator, the do the following command:

net user Administrator /active:yes

You should then be able to switch user to the administrator without even
needing to reboot. Of course, you could also reboot and choose that
account.

When you are finished needing the Administrator, you can repeat the above
command, substituting no for yes, to turn it off.
