No access to control user accounts

Hi,

Our local social club was given a fairly modern PC (using XP) by someone who
was emigrating. There were a few problems that I sorted out as I'm
reasonably computer literate.

However the one that has stumped me is when I go to control panel / user
accounts with a view to introducing some new users, the user accounts window
is blank and there is no way of adding or deleteing an account. I tried
safe mode but I got the same result there. I also had a wee look on Doug
Knox's site to see if there was a registry tweak for this but could not find
any.

(The default user is definitely an administrator account)

Can anyone help with this?
